2. Salaries: The salaries of European teachers should not be left

to the discretion of the Director of Education. A basic

salary common to teachers of the same qualifications

and experience being fixed, provision for the extra

commitments of teachers with family obligations

should be provided for in a scale of Family Allowances

to cover the support and education of their children.

3. To remove from the Code every suspicion of discrimination against

teachers who are members of religious orders or

congregations, the clause excepting them from general

salary scales should be eliminated ($11) (as well as

the word "Lay" in $17 which limits their right to

teach in their own schools). That done, the problem

of providing for the extra commitments of teachers.

Family Allowances while retaining the principle of

equality by a common Basic salary, as in No. 2 above.
